Update block_spam_deletion.php
This is a very basic quick version which displays same message as other detection methods in order to get it deployed quickly to deal with ongoing spam problem on moodle.org
Previously it was slightly counterintuititve that you had to set the limit to 1 greater than maximum count - it also prevented the restriction of 1 post per time period.
Filters posts from new accounts through akismet..
Stage one of reporting data to akismet - use spam reports to send them missed spam. The UI is a bit rough round the edges..
It should really submit the content to akismet at the same time, but I got put off by code duplication (and potential issues waiting on akismet).
Previously was using user profile language for detection rather than that of the course.
Works by converting from utf8 to the 'oldcharset' set in the langconfig and back again and counting the percentage of unrecognised characters. Should for example, stop excessive korean from being used in spanish course. Also add an errorcode to the block message.
