Updates dependencies and uses go.bytecodealliance.org/cmd/wit-bindgen-go for binding generation rather than github.com/bytecodealliance/wasm-tools-go/cmd/wit-bindgen-go. Tested against quickstart.

Restored github.com/bytecodealliance/wasm-tools-go as an indirect dependency, in order to pass CI checks, since wadge seems to depend on it for the moment; ultimately we'll want to update wadge to eliminate the old dependency entirely.
