when a initial list of conflict to be prepared, like in parallel to 7? if draft will not be published as a resource for announcement of 7, could be put into 11?? |

We always need to do 7 (ie: asking the W3C Community for dismissal reasons) first, and it doesn't include drafting the list of potential conflicts of interest. This one can be started at any time, and 7 is a good starting point, but really 11 is when it is needed. |

meta comment: since we're adding documentation about Team internal procedures into /Guide (like TilT), we should probably make those pages are not expected to be followed by non-Team folks.
