Description

This pull request adds responsive support to the background-color utility in Bootstrap. By enabling the responsive key in the utility configuration, developers can now use breakpoint-specific background color classes, making it easier to create responsive designs without writing custom CSS.

Motivation & Context

This change enhances the flexibility of the background-color utility by aligning it with Bootstrap's responsive utility philosophy. It solves the issue of having to write custom CSS for responsive background colors, streamlining the development process.
