Motivation and Context

STOP-640
Scripts package was updated, so we need to bump our usage to stay current.

Description

Bumping scripts version, typescript version and node version.
Changed to using vitest instead of jest.

The changes associated with the scripts version bump need to be tested more fully before we integrate it into this repo. We will close without merging for now.
