Describe the change

This adds some additional information about Synthetics Public Locations that are run from AWS Local Zones. AWS Local Zones typically provide a single Availability Zone (AZ) and are less reliable than other locations. Users should be aware of these limitations, especially if they are used for uptime testing.

This is being tracked internally with the SYN-3181 Jira ticket.
