Why I did it

The new hwsku Arista-7050CX3-32S-C28S4 is similar to the existing Arista-7050CX3-32S-C32, except that port 5, 11, 21 and 27 are set to 10G speed.

How I did it

The config.bcm.j2 and port_config.ini are modified based on the existing files for Arista-7050CX3-32S-C32.
The tx tuning values set to all the ports are assuming using the optic/fiber medium.

How to verify it

Tested on x86_64-arista_7050cx3_32s by show int st:
