v0.1.1 Neural Amp Central

Initial release
Just one button: NAM!!!
So far, this program encapsulates the functionality of my NAM-Runner batch script in a Lazarus/Pascal native Windows app.
It does a fully portable installation of NAM and ALL of its prerequisites (python. CUDA runtime. python packages) in a subfolder in-place.
If the installation is done successfully, it skips installation on next start.
Then it runs the NAM GUI app and streams its output into the Neural Amp Center GUI.
Planned:

• adding VST download and installation functionality
• expanding functionality to model training and handling of other neural amp models like Proteus and Aida-X
• cross-training between the different model types
