HasBits are bit-packed field presence hints placed near the beginning of protobuf messages, and are used in a few places to skip over groups of empty fields (e.g. Serialize, Clear, ByteSizeLong). By enabling hint HasBits for repeated fields, empty repeated fields can be skipped entirely, reducing the cache footprint of messages and speeding up these functions for sparse messages.
