Disable OCP 4.13 upgrade jobs

Since OCP 4.13 is EOL on November 17, 2024, so let's disable all Prow CI upgrade jobs for OCP 4.13.

Once you are satisfied with the results of the rehearsals, comment: /pj-rehearse ack to unblock merge. When the rehearsals-ack label is present on your PR, merge will no longer be blocked by rehearsals.
