We don't want pre-commit to mangle these files.

This is a follow-up to @tsmbland's PR.
We've reverted all the changes that were made to the files in
tests/data(we want these to be the same as they would be if you got them from the web) and have excluded the folder from all pre-commit hooks.I've also split out the markdownlint configuration into a separate file and fixed a spelling mistake.
