LegendreAngularDistribution now calculates its own cdf at construction time. The pdf is also normalised at construction time. A function to return the average cosine value was also added.
A tabulated average cosine table was added, with tests and python bindings.
LegendreAngularDistributions was refactored. It is now capable of returning a table of average cosine values (i.e. we can now calculate mubar for elastic scattering if Legendre expansions are used).
