Change description

  • Rearrange + remove unnecessary labels on existing journey
  • Make some fields mandatory
  • Split confidentiality question in two - can now set address + phone confidentiality separately.
    • Adjust living in refuge behaviour to set the new question, not old
    • For existing cases without hideAddress + hideTelephone questions set, use the original "do you need contact details hidden" question answer, and if that's not present, default to "No" (i.e. not confidential)
