Add more generation settings for metrics:

Add encoding=base64 for Google Auth credentials that help us find it easier to configure the environment variables.
exclude_labels: exclude unused labels.
start_at: limit the minimum introspection time for configuration queries
behavior: the generation behavior. Allow merge and replace
