This PR updates the recommended TTL on the readme from 1 second (no caching) to 600 seconds (10 minutes). Related to #1023

Was a consensus reached on 600s?

I don't believe so but also no action was taken and we're still getting PRs for 1 second TTLs. I think it makes sense just to merge a stopgap and reevaluate for consensus later
