Added StepFunctionCanaryDeployment preference on the pipeline
Added AutoPublishAlias to set it live
Set StepFunctionDeploymentPreference to ALL_AT_ONCE
Updated Step functions with the canary deployment configurations
Added additional alarms for step function errors with low threshold
