AUT-3992: Move feature switches inside EnvironmentConfiguration

What

Move feature switches inside EnvironmentConfiguration.

Conditions such as the following

      - Fn::Equals:
          - !Ref Environment
          - "build"
      - Fn::Equals:
          - !Ref Environment
          - "staging"

are replaced with feature flags at the environment level within EnvironmentConfiguration Mappings.

Aligning setup with examples from check-experian and account-management-frontend, to establish the same standard across.

Issue: AUT-3992

How to review

Foreach feature flag Condition, match each Fn::Equals: -> !Ref Environment in the old config with a corresponding "Yes" at the same environment level in EnvironmentConfiguration.
