This is a pre-release tag for v1.0.

In order to facilitate future releases, we need to exercise container building, PyPI packaging, and distribution in a real way.

Containers and packages will be generated from this tag and pushed to the staging index (Test PyPI) for review.

If there are no major defects, this tag can be reconsidered as v1.0 of the Python package. Subsequent improvements can follow as minor or major releases.
