Update docs to match new config

Description

1. Update documentation to reflect new config process
2. New pre-commit hooks to auto-generate markdown documentation from available settings
3. Update Globus implementation to use ESG-Search instead of talking directly to Solr (1.5 blocker)
4. Speed up test runs by adding data-testid's vs other slower query methods
5. Speed up front page load using <link rel="preload"> to load the frontend config and initial CMIP6 query as soon as possible
6. Speed up build time, reduce package size by switching from babel to SWC
7. Fix test memory leak by mocking out keycloak
