feat: dropped support for Ruby 2.5 (googleapis#236)

Support for Ruby 2.5 has now been dropped entirely from this provider.
Previously, the provider only had documented support for Ruby 2.6 and
higher, but the nightly tests were also executed using Ruby 2.5. That is
also no longer, and this provider should only be used with Ruby 2.6 and
higher.
