App: improve title handling

Description

App: improve title handling:

• Add update_title Django management command that cleans and updates titles in the
  database (DB)
  • Add update_title() function to Update the title property of all legal tools by normalizing legacy titles
    and normalizing translated titles for current legal tools (Licenses 4.0 and CC0 1.0).
• Update publish Django management command to fail if title updates are pending
• Update get_tool_title() function to better utilize the database (DB) for title storage and lookup

These changes:

• improve historical accuracy (so that titles on current website better match titles on previous website)
• clean-up strings (remove extra whitespace: multiple spaces in a row, newlines)
• improve translation accuracy (when it doesn't conflict with historical accuracy)
