This finally rebuilds the CI docker installations for CUDA and ROCm:

  • Updating CUDA from 11.8 to 12.4, using Rocky8 linux instead of Ubuntu
  • Updating ROCm from 5.4 to 5.7
  • Updating the spack CI build to fix the missing GLIBCXX due to github removing GCC 13 from the installation...
  • Debug ccache for the windows ultralite to figure out why it's only 50% successful
