this is the latest ruby supported by apprunner runtimes also upgraded to the latest rails 7.0.x and tested manually
make them match other workflows
pinned to sha as this is not an 'official' image
I took some of the steps for this from https://github.com/timbru31/docker-ruby-node/blob/master/3.1/20/Dockerfile attempt to build a smaller image by using a single RUN command which installs the build dependencies, runs the build and install including precompiling assets and then removes all build dependency packages
