task/WG-240: Tile Layers Panel

Overview:

• Adds Panel component
• Reworks base MapProject layout to use <Layout> from antd
• Adds Tile Layers panel
  • Draggable, sortable items
  • Create Tile Layer modal added
• Fixes issue with zindexes colliding when antd modal opened

• Ready.
