Fixes issues with dependencies that are still trying to target PHP 7.0 including pulling in vulnerable packages.

FYI, The Build Tools repo was split. The old branch was left so 2.1 can safely continuing to use it. The new branch bumps up to PHP 8.0, updates php lint and updates the vulnerable libraries. |
