I now solved conflicts and added some CI action updates. Test result may be viewed at https://github.com/nilason/gdal-grass/releases/tag/untagged-8161d3860705dddc3d74. |

Update the publishing workflow to create a release draft, triggered by a pushed tag (working in a similar way as GRASS repo). Changelog is generated and added.
