The advent of Twitter has redefined how people around the world engage in activism, organize protests, and combat oppressive governments. The ability to quickly and efficiently organize protests is not without issues, however. In many situations, protests generate spontaneously catching local governments and law enforcement off guard. This is not an issue when the protests are peaceful, but it does become one when they start or turn violent. This often leads to significant property damage and bodily harm to protesters and law enforcement. In this paper, an application capable of identifying signs of social unrest will be discussed. Designed on the concept of burst detection, the proposed early detection system would be capable of identifying signs of social unrest in an adequate time before and not during or after the unrest. Armed with this knowledge, local governments, and first responders can prevent violent protests from ever occurring and better mitigate damage caused by protests that do become violent.
