hammerhead: Fix path to cpu.notify_on_migrate in mpdecision

The proprietary mpdecision binary accesses the hardcoded path
"/dev/cpuctl/apps/cpu.notify_on_migrate", which no longer exists since
Android 5.1; the correct path is "/dev/cpuctl/cpu.notify_on_migrate".
