Update docker image in release pipeline and adjust editor config #87

Motivation

Change code editor rules in order to keep our rules consistent with the ones in XbK solution
Change docker image in release pipeline to use official image from Microsoft instead of internal one

Code follows coding conventions held in this repo
Automated tests have been added
Tests are passing
Docs have been updated (if applicable)
Temporary settings (e.g. variables used during development and testing) have been reverted to defaults

If manual testing is required, what are the steps?
