Description
This PR cherry-picks selected PRs from spack develop as of 2025/01/13. With the exception of
esmf(new version 8.8.0), ectrans (conflict of specific versions with latest Intel OneAPI compilers), andpy-arrow(also comment out dependencies for version 1.3.0, which was commented out both upstream and in our fork), these are all style changes or comments that were a result of the code review process in the upstream spack repository.See JCSDA/spack-stack#1450 for the corresponding spack-stack PR.
