Add draft manifests for whale cranium and mandible example, including manifests for commenting annotations and content states

This PR:

• Adds 7 new manifests using a real-world example of a whale cranium and mandible positioned realistically relatively to each other anatomically to demonstrate annotation positioning, commenting annotations, and content state.
• Change name of manifest directory 9_supplementing_annotations to 9_commenting_annotations and remove empty manifest files in that directory, since it is now populated with 5 of the 7 manifests above
• Add manifest directory 10_content_state
• Change name of manifest directory 10_special to 11_special

To do:

• Update the label_body_orientation manifests, as we're no longer using the lookAt approach to change commenting annotation label body orientation.
