Bump tough-cookie, start-server-and-test and web-ext

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependencies [tough-cookie](https://github.com/salesforce/tough-cookie), [start-server-and-test](https://github.com/bahmutov/start-server-and-test) and [web-ext](https://github.com/mozilla/web-ext). These dependencies need to be updated together.


Removes `tough-cookie`

Updates `start-server-and-test` from 1.11.0 to 1.15.4
