Refactor Biovat and Radio Hatches

• Made bio vat recipes use metadatas entirely.
• Moved radio hatch recipemap to an arraylist since it used duration data for mass and eu/t data for sievert and reused the existing recipemap to a fake recipemap to display it in NEI.
• Removed capacity limit from HV radio hatch, and deprecated rest of the tiers
  
  
  Some materials had mass that are higher than the best (UV) radio hatch has (The Core is 96kg, but you can only store 6kg in it, so this would allow to actually use them.
• This also fixes Radio Hatch Constant Sv GT-New-Horizons-Modpack#18061
