i don't know if that's the right way to add a hook but the need is to be able to implement special vat rate rules
For example a french (metropole) company makes an invoice for a company in Mayotte, there is a special rule : no VAT.
With a hook we could implement special race conditions like that. There is an other for invoices between guadeloupe and martinique (other french department) for example ...
