I agree for Upper Hand (N) that the player can choose when to stop drawing for (N), but I would suggest that the point of Lower Hand is to hinder the player so on Lower Hand (N) the player must draw and discard N cards regardless of if they draw a failure first. Drawing at Lower Hand then becomes a lever for draining Stamina which will be an effective tool for GMs to keep the pressure on for players without directly affecting HP or FP.
