16120 FIX Fixed value of dowtimes:is_pending column

The value of the "is_pending" column in the "downtimes" Livestatus table was inverted, which was a regression since 2.2. This has been fixed. Change-Id: I556f00e2a08db5db97d2b3921ddaca857229026e
