Flash Messages Application's recurrency not working #62

It seems that issue 10 is reproducing again.

Steps to reproduce:

Create a new Flash Message entry and select a Start Date from the past with time (e.g. 20/05/2024 16:50)
Set the Repeat option to "Yes", Repeat Interval "Daily" and Repeat Frequency "1"
Choose a Group (e.g. XWikiAllGroup) and write a message text
Click "Save & View"
Check on the next day (refresh the page) at or after the initially set time

Expected results: The Flash Message Pop-up appears daily at the time selected.

Actual results: The Flash Message Pop-up does not appear.
