Import / export data with xml files

Import in 2 steps:

1. Upload xml file (questions or results)
2. Import xml data into database and upgrade existing rows

Export:

1. Update local xml file
2. send xml file to the user

Think to use yaml instead of xml.

Almost done. Need to implement a form who rule the export.
