App installation not possible (Timeout) with 1.13.3 with webOS 3.9.2

Describe the bug
I have successfully added LG TV with webOS 3.9.2 to webOS Dev Manager. I can browse under Files, but as soon as I want to install an App with the Install button, nothing happens for a few minutes until a "Timeout" error appears.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'Apps'
2. Click on 'Details' of an App
3. Click on 'Install'
4. Wait for around 2 minutes
5. See error 'Timeout'

Expected behavior
The App should just install.

This appears to be a duplicate of #252.

You can try the v1.99.x pre-release. Some users reported it worked.
