BungeePerms would get it's permissions from the bungeecord server (IP set in config?), this way a YAML file can still be used and have all permissions deligated to the spigot servers.

nice idea but cannot be implemented without a large overhead
btw yaml is a bad backend (high memory usage)

Commandsync uses the same prinicpal, secured with a password that has to be set in the config.

The nice thing about YAML config is that it's easy visualized and easily modified.
