This didn't appear to be working in Acero, so I've opened https://issues.apache.org/jira/browse/ARROW-18403

Hmm...it may work if you put a dummy argument in. Apparently it accepts one: https://github.com/substrait-io/substrait/blob/main/extensions/functions_aggregate_generic.yaml#L8 ?
