🐛 Describe the bug

Here are my steps for Python only build (without compilation):

Then the following error was reported:

How should I solve this, or can I only deploy vllm through Full build (with compilation)? But this will take a lot of time, my goal is to quickly deploy from the source code

Additionally, it's worth noting that I followed the same environment and steps to deploy vllm (v0.6.4-post1), and it worked successfully. So, could this be a bug specific to the vllm (v0.6.5) version? @DarkLight1337
