OS package for hardware-aware compiling which @nathanshammah came across via a paper presented at a recent quantum computing conference in Milan: https://arxiv.org/abs/2408.00077

We likely want to explore what the capabilities of this package are and whether we want to include it as part of UCC in the future. It uses an Apache 2.0 license.
