Add the ability to place dreams and other areas that are not camps

Make it easier for dreams to place themselves without numbers of people or vehicles. Needs to be clear so it's not misused by camps who just want some extra space.

Maybe connected to Dreams platform?

This could also be used to place other requested things like urinals, freecamping areas etc etc

Did some prototyping for the Emoji-idea we talked about: Let people set markers on the map, that you can hide if you want to.

Having worked on the map the last week i think improving the information in - and variation of possible polygon entities might be a better direction to go in.
But for this year I think we should completely shelf this to not introduce confusion
