Compare the summaries and display titles coming from the API with the ones in plans.json. Log a warning if we diverge. This will be a trigger for us to update the summary in plans.json and also is a step towards #137

Do this outside the bot loop so we only do it once a minute.

Later (or even as part of this ticket if you feel especially ambitious) we can consider moving it to a separate cloud function which runs even less frequently.
