Bring up a futurenet Composer instance for P23 testing

There may be different protocol versions running at the same time for the stellar network so that developers can get access to P23 before stable testnet releases:

• Mainnet: P22
• Testnet: P22
• Futurenet: P23, unstable with ability to change protocol features

In this case we want to bring up a new composer/airflow instance to support extracting/ingesting data for P23

Determine whether this should be done in a separate GCP project with its own futurenet dataset
