bolt not reading prompt and deciding to just deploy the application #5659

Describe the bug

wrote and submitted a detailed prompt for bolt ai to implement. It decided to just deploy the application to production because it was confused.

Steps to reproduce

write a detailed prompt
submit the prompt in the chat screen
bolt ai thinks for a bit
then responds with "Let me help you deploy the application to Netlify. I'll create a deployment configuration that includes all the necessary settings."
When the prompt was a several step build out process.

Expected behavior

Bolt ai should review the prompt
implement the prompt or provide an error on why the prompt can't be completed.
Bolt AI should not remove tokens from the account for this error.
