Is this the open sourced risc-v-NVDLA project? How to run it on FPGA? Thanks!

This is glue code for attaching an NVIDIA NVDLA block to a RISC-V system, yes. The https://github.com/sifive/freedom repository can synthesize this block, for example. (You need a very large FPGA to do it, though)
