Update tracklib to support Ruby 3

Tracklib currently depends on the rutie gem for Rust bindings. As of this writing, Rutie does not support Ruby 3, though the author has expressed his plan to address this soon.

Alternatively, we could consider switching to using Magnus, a competing Rust binding gem that does work with Ruby 3.
