CyToolz needs at least some documentation. Should this be part of the documentation for Toolz, or separate?

Don't forget to have an "Advanced Usage" section that shows how to use the C API of CyToolz (see #5).

We should definitely include a page in the toolz docs. Most (all?) of the
toolz docs also apply to cytoolz.

Yeah, I'd say all of the toolz docs also apply to cytoolz, and a page for cytoolz in the toolz docs would be sufficient. Aside from this, a better README.rst is needed for cytoolz too.
